Whispering Hills subdivision was platted and developed in 1972 by Lakecroft Beach Estates, Inc. All lots in the subdivision are sold via a Warranty Deed that conveys the property and imposes Deed Restrictions with each lot. The Developer transferred its management, collections and enforcement rights and responsibilities to the Whispering Hills Property Owners Association, (WHPOA) in December of 1990.
Whispering Hills is located north of San Antonio, four miles east of US Hwy 281 on TX Hwy 46 across from the Smithson Valley High School. TX Hwy 46 is the southern boundary and FM 311 is the northern boundary of the neighborhood. Whispering Hills spans 940 acres containing 543 residential lots of approximately 1.3 acre-size each.
Whispering Hills is an architecturally controlled subdivision. All building plans must be approved prior to new construction or property improvement. All lots have the same Deed Restrictions. All property owners have the same mandatory Deed assessment and are legally required to pay $15.00 every year by June 1st. The right to collect this assessment and late fees belongs to the WHPOA Board of Directors.
The main purpose of the WHPOA is to fulfill the duties and obligations of the Property Owners Association (POA) and enforce the Deed Restrictions. Enforcement and compliance with the Deed Restrictions protects the interests of all property owners in the subdivision. We have a vested interest in maintaining and improving the subdivision and property values.
The WHPOA Board of Directors manages and enforces the Deed Restrictions. The POA is governed by an all-volunteer, elected Board of Directors who own property and reside in the subdivision and are POA members.
Membership in the POA is voluntary and only $20.00 a year. POA membership is strongly encouraged because it not only helps the Board of Directors fulfill Whispering Hills financial and legal obligations, it also protects and promotes home values within the neighborhood.
